The African Institute for Development Policy (AFIDEP) and its partners, PATH Foundation Philippines, Inc. (PFPI), Leadership for Environment and Development (LEAD), Pan African Climate Justice Alliance (PACJA), and FHI 360, are implementing the Building Capacity for Integrated Family Planning (FP), Reproductive Health (RH), and Population, Environment, and Development (PED) Action (BUILD) project.

The main underpinning of the BUILD project is the recognition of the interlinkages between population dynamics (including voluntary family planning and reproductive health) and human capital development, economic growth and livelihoods, food security, environmental degradation, conservation, biodiversity, security, governance and accountability. The project is implementing activities that seek to amplify the Population, Environment, and Development (PED) nexus across disciplinary, geographical, socio-cultural, and sectoral divides to achieve strong political commitment, sustained financial resources, and accountability for voluntary family planning and reproductive health.

BUILD seeks to ensure decision-makers understand the cross-sectoral benefits of voluntary family planning and, in turn, implement policies and programs to help meet the demand for family planning and other development sector outcomes. The project also seeks to increase gender equality and promote youth empowerment as cross-cutting drivers for sustainable development. The project is working to achieve two results:

  1. Strengthened individual and institutional capacity in advocacy, policy communications, and negotiations.
  2. Increased commitment to cross-sectoral approaches to integrate population, the environment and climate change, food security and livelihoods, and governance.

The BUILD Project Website

The BUILD Project website will act as a multilingual platform to raise awareness of and to promote family planning, reproductive health, and the PED nexus.

Specifically, the BUILD Project website will;

  1. Serve as a tool for establishing an online presence and visibility for the project
  2. Improve search engine ranking of keywords associated with the FR/RH and PED nexus
  3. Increase overall web traffic for the project
  4. Increase the number of subscribers to the BUILD project email list

Target Audience

USAID Office of Population and Reproductive Health, Government Leaders, Policy Makers and Policy Making Institutions, PED Communities of Practice, Civil Society Organizations, Scholars, Media the general public interested in FP/RH and PED issues globally.

Objective of the Assignment

Through this Terms of Reference (ToR’s), AFIDEP is inviting proposals from reputable and qualified companies with a track record of success in designing and producing digital solutions for nonprofit, education, and non-governmental organizations to design and develop a new website for the BUILD Project and provide hosting and maintenance services. The proposed designs should incorporate an appropriate and attractive look-and-feel, userfriendly navigation, and an organized display of content.


  1. Securing and registration of the website domain name,
  2. The new BUILD Project website with a new visual look, optimized URLs, and its functionalities are accessible and enhanced to provide a better experience to users (refer to part 2),
  3. Support and maintenance: Administrative and technical support, hosting, and quality control for a period of 12 months. Contracts are renewed on an annual basis subject to approval,
  4. Deliver training for the support staff and system administrators to perform the content upload, system maintenance, and administration,
  5. A website management manual,
  6. Source code handover: Full source code including all developed libraries shall be handed over to AFIDEP’s IT Administrator.

Work Setting

The work setting for the assignment will include different aspects:

Timing and duration of the assignment

  • The duration of the contract will be six months and the expected starting date is as soon as possible.
  • The development of the BUILD Project Website will be ready in 2 (two) months’ time starting from the date of signing the contract.
  • The user manual, training, and maintenance will be done from the third month of the contract.

Working Relationships

The selected company will work under the supervision of the BUILD Project’s Communications Officer and in close consultation with AFIDEP’s ICT Officer.

Support provided

AFIDEP will provide all necessary documents and files for this assignment.
