Introduction and Background

The Near East Foundation (NEF) is seeking qualified candidates and firms for a Maintenance & Enhancement Service to provide maintenance and troubleshooting support for NEF’s web-based Lending Management System (LMS).

For 100 years, the Near East Foundation (NEF) has worked to build more sustainable, prosperous, and inclusive communities in the Middle East, Caucasus, and Africa through education, governance, and economic development initiatives. Working through a network of country offices and local partners, NEF currently has operations in nine countries: Armenia, Jordan, Lebanon, Iraq, Mali, Morocco, Sudan, South Sudan, and Syria. The Maintenance & Enhancement Service is responsible for maintaining and troubleshooting an accurate and up to date LMS to manage loan recipient information and monitor the performance of NEF-supported community revolving loan funds in multiple offices. NEF’s revolving loan funds are integral to its inclusive economic development programming in these locations, with the aim to support the expansion of micro, small and medium enterprises owned by vulnerable entrepreneurs who have been traditionally excluded from formal financial services. NEF has developed an end-to-end LMS to automate the full lending cycle from creating applications, processing approvals, disbursing loans, and then processing repayments, along with other post-disbursement actions (e.g. write-offs). In addition, the LMS securely manages loan applicants’ information and accurately monitors the quality of the loan portfolio with real-time data.

The LMS is developed using SQL & and is hosted on cloud servers and provides two main functions: workflow management and reporting function. The existing LMS currently manages individual loan accounts and captures information regarding applicant/recipient demographics, application status, loan type, disbursement information, repayment installment date and status, as well as supporting documentation.


The Maintenance & Enhancement Service is intended to maintain the system functionality and to enhance the existing modules. NEF anticipates the following maintenance needs for one year through January 2023.**

Main deliverables:

  • Troubleshooting and fixing bugs.
  • Server maintenance and handling backups.
  • Upgrades related to the existing modules.
  • Providing recommendations to enhance system usability and security.
  • Providing the needed support for any tests conducted on the system (e.g. vulnerability assessment and penetration testing), along with any requested post-test corrections.
  • Updated documentation of the system architecture, including but not limited to: source code, functional specification document, software requirement specifications, database schema, screen designs and visualization.
  • Proper handover whenever requested by NEF of the following deliverables:
    • Source code
    • Database files and schema
    • Server credentials
    • Business requirement document (BRD)
    • Functional specification document (FSD)
    • Software requirement specifications (SRS)
    • Screen design


  • Proven experience in web app development, SQL and ASP.NET.
  • Proven experience in cloud-based solutions, including preferably using AWS services.
  • Proven experience in database development and management, including preferably in MSSQL database coding, querying, upgrade, and maintenance.
  • Proven experience in financial systems development and maintenance.
  • Excellent written and verbal communication skills in English and Arabic.
  • Familiarity with international data privacy and transfer laws and regulations (e.g., GDPR).
