BACKGROUND

The Goldozi Project (“Goldozi,” embroidery in the Dari language) is a four-year USAID-funded project, awarded to FHI 360 under the Afghanistan Jobs Creation Program (AJCP), focused on creating and/or improving jobs in the embroidered products value chain for 15,000 women hand embroiderers and 500 predominantly female lead entrepreneurs, who will act as skilled marketing agents on behalf of the women embroiderers. Goldozi will pull from a large pool of talented Afghan women embroiderers to upgrade their skills; establish a class of professional intermediaries; create linkages in local, regional, and international markets; and disseminate market information. The goal is to increase the commercial potential of the Afghan embroidered products they produce.

SCOPE OF WORK AND DETAILED DESCRIPTION OF TASKS TO BE PERFORMED

The Goldozi Project is searching for a Hand Embroidery Quality Control Consultant (QC) to professionally check the embroidery products designed and stitched by Goldozi Lead Entrepreneurs’ (LE) producer groups (Women Embroiders). In addition to checking the quality of products used in showrooms and trade shows, the QC Consultant should develop the parameters for Quality Control based on which the LEs will be able to assess the quality of products developed by their producers’ groups.

In particular, the QC Consultant will:

• Review the materials to ensure compliance with specifications, conduct visual and measurement tests and/or reject unacceptable materials with actionable feedback.

• Assess in-process production by confirming specifications; conducting visual and measurement tests; communicating required adjustments to Design master trainers MT and LEs.

• Approve finished products by confirming specifications; conducting visual and measurement tests; returning products for re-work; confirming re-work etc.

• Review and provide recommendations for at least 10 different types of LE products

• Develop the Quality Control Manual that describes the quality control process and quality control checklist at each phase. The Manual must also include a list of common Embroidery Quality Defects and practical solutions

• Conduct Quality Control Training for staff in coordination with Goldozi Management, so they can do the quality control of the LEs’ production independently

• Any other task which might be required for the QC of hand-embroidered products production.

DELIVERABLES/MILESTONES

• Conduct field visits or focus group discussions (FGDs) to meet Goldozi project beneficiaries (women embroiderers) and spot check WEs’ hand-embroidered products.

• Prepare a report highlighting the key elements of high-quality hand embroidery.

• Prepare a report for reviewed hand-embroidered products. The report should comment on each element mentioned in key elements of high-quality hand embroidery

• Develop Quality Control Manual Hand-embroidery products.

• Develop Quality categorization booklet for different quality raw materials

• In consultation with Goldozi communication specialist, develop a photographed catalogue of quality categorized embroidery products Afghanistan is famous for

• Conduct Quality Control Training for relevant staff

• Develop a report providing feedback about the staff participation in the training.

• Prepare a list of reference materials for beneficiaries’ future use and reference.

REQUIRED SKILLS AND QUALIFICATIONS

• Minimum 10 years of experience in hand-embroidery, textiles, garments or textile products quality control and experience in business development for embroidery or similar sectors

• Certified education, knowledge and understanding of embroidery industry, markets, preferences, and products

• Experience in marketing and/or manufacturing/production of embroidery or similar sectors

• Ability to discern color variations in thread, eye for detail and taste for trends.

• Ability to meet all required deadlines.

AWARD TYPE & SELECTION CRITERIA

All applications received on or before the closing date and that meet the minimum established qualifications will be evaluated and ranked against their knowledge of the quality control review process during an interview. Selected candidate will receive a consultant agreement from FHI 360.

PAYMENT SCHEDULE

The consultant will be paid the agreed rate based on the actual days worked and satisfactory performance subject to the FHI 360 Technical Monitor acceptance and approval of tasks and deliverables indicated above. For the consultant to be reimbursed, the deliverable(s)/proof of completion of tasks must also be accompanied by an invoice requesting payment of level of effort LOE. Invoices should be submitted to the FHI 360 Technical Monitor, the details for which will be included in the contract.

• FHI 360 may cancel the solicitation and not award

• FHI 360 may reject any or all responses received

• Issuance of the solicitation does not constitute an award commitment by FHI 360

• FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions

• FHI 360 will not compensate any offeror for responding to solicitation

• FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion
