The duties of the Programme Associate, REPAC shall comprise to infrastructure and construction activities in the LFO regarding, but not limited to, the following activities:

a) Under the direct supervision from the DDUA/Programmes and technical guidance from the Senior Urban Planning Officer, ICID HQA, ensures the overall REPAC coordination in the Field and makes appropriate adaptations to project planning and management based on the specific conditions, ramifications and requirements in Lebanon.

b) Makes appropriate assessment and advises on the selection and prioritization of individual projects according to the set of selection criteria as well as documentation of the selection process.

c) Contributes to, monitors and evaluates the development and implementation of Camp Improvement Plan (CIP) in different camps and ensures the successful application of participatory approach during planning and implementation phase.

d) Coordinates the preparation and regular updates of detailed time, cost, and financing schedules, to ensure the proper technical and financial implementation of the Project cooperation.

e) Is responsible for project financial oversight and reporting including the preparation of disbursement requests to KfW, Project expenditure reconciliation and expenditure forecasts.

f) Provide support during KFW missions and support on communications and technical discussions with KfW.

g) Sets various project indicators using project cycle management and relevant PM frameworks; monitors and evaluates the projects and assures lessons learnt are integrated into project planning to drive project improvement and impact and for knowledge management purposes.

h) Develops, prepares and customizes relevant reports such as monthly, semi-annual, annual and final reports and information as appropriate; facilitate and coordinate in timely input for the elaboration of reports; conducts analysis of data, identifies reporting inconsistencies and makes appropriate improvements to ensure a uniform quality of the different reports.

i) Conduct regular monitoring site visits to the individual projects and project sites, in particular to remote areas / camps in Lebanon.

j) Develops operation and maintenance concepts for the completed infrastructure by the fields, including financial forecasts for the sustainable operation and maintenance of individual projects, for the areas in Lebanon Field in which the individual projects are located as per the UNRWA/KfW agreement.

k) Acts as liaison officer, with the local organisations/institutions/groups (e.g. relevant authorities in Lebanon) in the implementation and operation of the projects; develops and builds partnerships with all stakeholders to ensure smooth and efficient implementation of the REPAC projects across the Field

l) Supports in the preparation and execution of the Environmental and Social Management Framework (ESMF).

m) Any other duties as required by the project
