SUMMARY OF JOB RESPONSIBLITIES
The Program Coordinator provides administrative and substantive support to the Partnerships for Infrastructure (P4I) program, where TAF is a key delivery partner. S/he performs key roles in program coordination with nine country office teams and with a core team within TAF but also with teams and individuals across the delivery partners. S/he will support program, finance and administration units of the Foundation on programmatic, procurement, and financial aspects of sub-activities/projects under P4I. S/he will also undertake periodic sector research & analysis on trends, opportunities for inclusive infrastructure development in the Southeast Asia region and prepare short write ups and reports on TAF-led delivery activities. S/he will support the TAF Delivery Lead (Director Economic Programs) on all aspects of P4I activity development and coordination that TAF leads or supports.
About Partnerships for Infrastructure
Partnerships for Infrastructure (P4I) is an Australian Government initiative partnering with Southeast Asia to foster inclusive growth through sustainable infrastructure. P4I works with and provides services to Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and the Association of Southeast Asian Nations (ASEAN). The focus is on inclusive and sustainable infrastructure planning and prioritisation, procurement, and policy and regulation, using either rapid or longer-term infrastructure advisory services, government-to-government partnerships, and regional learning and networking. All services and activities include the cross-cutting priorities of gender equality and social inclusion, and disaster risk reduction and climate change. Delivered through a single cohesive team, the initiative is led by the Australian Department of Foreign Affairs and Trade (DFAT) in collaboration with Ernst & Young, Adam Smith International, The Asia Foundation and Ninti One. The P4I team has a Hub in Bangkok, where the Executive Director is based, and the TAF focal/lead is based in Manila, Philippines.
- Regular interaction with TAF country representatives and other country staff in nine country offices, with staff of the relevant program specialist group, and with Finance, Administration, and Human Resources units
- Intensive coordination and liaison with P4I consortium, consultants, government stakeholders, and private/nongovernment agencies and institutes the program engages with.
Minimum of 5 years professional experience in a local non-government organization or international development organization, particularly those working on inclusive economic development, sustainable and socially inclusive approaches.
Demonstrable experience in project implementation from planning, implementation, monitoring to completion and evaluation; partnership and collaboration with academe, government institutions, non-government organizations, and donor agencies; Finance, Grants/Contracts, and Office management
Bachelor’s degree in the economics or related field. Master’s degree desirable.
Excellent understanding of program/project management principles
Effective leadership and facilitation skills
Strong time-management skills and ability to multi-task
Effective interpersonal skills and ability to interact with a variety of people and stakeholders
Strong analytical and problem solving skills with minimal supervision
Familiarity with economic development priorities in at least one Southeast Asian country, and interest to work across the region
Knowledge of international donor agency requirements and regulations
Ability to provide timely response to The Asia Foundation staff, partners, and donors
Computer proficient in software programs, applications, and database management
Program Coordination and Support
Develop full familiarity with P4I’s functions, strategies/plans, and activities
Participate in relevant program coordination meetings and flag key action points or follow up to share with relevant country offices
Establish channels of regular communication and knowledge sharing among the different country and unit focals/staff
Provide regular updates on program activities to internal TAF partners and stakeholders, as well as to program consortium partners.
Prepare talking points, presentation materials where The Asia Foundation representation is expected
Maintain regular interaction and contact with relevant P4I colleagues in the consortium (Hub, delivery partners in country)
Research, monitoring and reporting
– Develop forms and templates to track TAF activities under P4I
Prepare short reports and write ups on these activities, including an internal newsletter/update report
Undertake desk research on inclusive infrastructure trends and activities that may be of interest to TAF country offices
Report and present data in meetings internal to TAF and to P4I program partners
Coordinate with program finance lead and country program focals as necessary to prepare reports on activities
Support preparation of terms of reference when needed by country/unit partners.
Manage both electronic and hardcopy filing systems
- Provide support to other on-going programs and activities of the Foundation’s economic programs as may be necessary
- Perform such other functions as may be directed by the Director Economic
