Job Overview

The Procurement and Supply Chain Management Expert will review the audit design and implementation of Global Fund-supported programs for impact achievement in-country. This role involves assessing the effectiveness of implementation arrangements to deliver effective Procurement and Supply Chain Management outcomes, the quality of services provided to intended beneficiaries, and the availability, accuracy, and completeness of data and its use for decision-making. The Procurement and Supply Chain Management Expert will also review programmatic and data-related guidelines, policies, systems, and processes, implementers’ management of programmatic and data-related risks, and the performance of the Global Fund grants on key health-related indicators in line with the targets in the Performance Framework.


  • Review the draft audit programs to provide feedback on the Procurement and Supply Chain Management Expert aspects of the audit.
  • Interview with relevant staff of the implementers and in-country stakeholders.
  • Collection and analysis of relevant documents and information.
  • In-country fieldwork at the central level and selected program sites.
  • Prepare working papers and summaries of observations for each work team.
  • Prepare for fact-checking and debriefs with in-country stakeholders.
  • Hold debriefing meetings with the grant recipients and other stakeholders in the country.
  • Provide inputs for debriefing presentation for in-country exit meeting at the end of the assignment.
  • Other duties as assigned.


The candidate should have a Degree in Pharmacy, Supply Chain, Public Health, Logistics, or a related field with proven experience working in providing Technical Assistance in health supply chain and pharmaceutical management coordination or governance to governments in LMICs. An ideal candidate should possess demonstrated knowledge and understanding of the complexity of supply chain management and pharmaceutical management models for health products in LMICs. S/he should have experience engaging with the private sector and public sector stakeholders.
