Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including Projects & IT Office.


With the ambition to implement a new integrated Supply Solution, MSF OCBA has started the AKIBA Project Phase 0 in December 2020 with the objective to identify, select, and decide the best suitable solution for the management of its supply chain.

MSF OCBA has a wide Supply Chain portfolio, managing not only Medical but also Logistical products over various continent such as Europe, Africa, South America, Middle East, and Asia. Its Supply Chain consist in ordering – buying – storing – shipping in all the places where it operates. It can be divided into: Medical and Logistical as well as International and Local, where Medical products are mainly bought internationally in Europe (France) and Logistical products locally (local market).

Apart from the Supply Chain processes functional requirements, AKIBA complies with the specific non-functional requirements linked to MSF OCBA operations: discontinued connectivity, satellite connection.

The implementation of AKIBA is planned over 4 years and will require a specialized team of between 10-13 staff with diverse competences in the fields of supply chain management, ERP implementation, E-Learning, Solution deployment and humanitarian operations.

The Phase 0 ended in December 2021 and the implementation phase of the selected solution will follow.


The AKIBA Functional officer, will be hierarchically accountable to the Supply Chain IS Project manager, within the Projects and IT unit and be functionally accountable to the Head of Supply Chain, within the Logistics & Supply Chain Department.

He / She will also work closely with:

· The main subject matter experts (SME) among the Supply Chain Unit, for the revision and validation of functional processes as well as the related SME of the Medical, Logistic, Finance, and Operations departments.

· The AKIBA Technical Leader and eLearning Officer to ensure that the functional requirements are aligned and synchronized with the Project.


· Lead, jointly with the Project Manager, the functional stream of the new Supply Chain technology (MS DYNAMICS) implementation.

· Be the main interface with the clients / stakeholders from the Supply Chain Unit, Medical, Logistic, Finance, and Operations departments, both in Headquarter & the Field.

· Support subject matter experts (SME) and coordinate their participation and activities in the project during the development and implementation of AKIBA.

· Work with SME’s to revise and validate functional requirements and validation/approval flows.

· Perform a gap analysis between current MSF OCBA functional processes (mainly supply) and Business processes provided by the technology solution.

· Prioritizes user requirements and functional requirements for both technical development and eLearning content creation.

· Identify user acceptance testing scenarios and create User Acceptance Testing (UAT) documentation.

· Evaluate resources for each task.

· Identifies tasks and interrelationships to evaluate functional and cross-functional requirements.

· Documents all business processes, needs, flows, and diagrams.

· Writes reports, document and present analyses, project status, risks, and issues.


Education and Experience

· Experience in Functional Lead of ERP implementation.

· Experience in Supply Chain, Overall view on Supply Chain processes and Best Practices.

· MS DYNAMICS Supply Chain Management module implementation experiences is an asset.

· Experience in working for a diverse, non-technical, and geographically spread organization.

· Relevant experience in Business Analysis for technology/digital projects is an asset.

· English as working language, French and Spanish desirable.

· Solid organizational skills including attention to detail and multi-tasking skills.

· An understanding of the principles and practice of user centered design/product development.

· General knowledge of MS DYNAMICS 365 Supply Chain Management is an asset.

· Position based in any MSF OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).

· Time Period: until project implementation (mid 2025).

· Annual gross salary: HQ-4A, (divided into twelve monthly payments) + Secondary Benefits based on the MSF-OCBA Reward Policy

· Starting date: immediately
