FINAL EVALUATION OF THE STRIVE GLOBAL PROGRAM

The Contractor will provide Hedayah, its partners on the ground, the European Union and other interested stakeholders with sufficient and accurate information to make an informed judgment about the STRIVE Global program’s implementation. The Contractor will document lessons learned and good practices to incorporate them into the decision-making process of all interested parties.

Key Objectives

  1. To make an overall independent assessment of the program implementation (i.e. the level of fulfilling the objectives and indicators, as stated in the program document) and to evaluate the achievements and weaknesses of the program in respect to the five evaluation criteria1, relevance, efficiency, effectiveness, impact, and sustainability against original program objectives taking account of the realities on the ground.

  2. To evaluate the program implementation strategies and process/structures, including assessment of the policy, institutional, and operational setup with the view to make recommendations on whether they were the best to achieve the program objectives.

  3. To identify key lessons and propose practical recommendations for follow-up actions.

Submission of Proposals & Selection Criteria

  • Cover letter (dated and signed) indicating the name of the program and a list of the documents attached.

  • A technical proposal for the evaluation (following Annex III: Organization and Methodology template) including all the requirements mentioned in these ToR, representative sample of countries/regions to be evaluated and/or visited, work plan with tentative starting date, and a list with the members of the evaluation team and brief description of each member’s core competencies.

  • Firm profile (if applicable), Curriculum Vitae of the evaluation leader and Curriculum Vitae of other team experts that will be involved in the evaluation (following Annex IV: Key experts template)

  • Tax identification number of the firm/independent consultant/s and the identity document of the firm legal representative/s and/or consultant/s.

  • Two financial proposals/budget forecast (following Annex V: Budget template, with detailed budget lines breakdown: including the unit, number of units, price per unit and total price, e.g., number of working day per team member and daily fee, number of flight tickets, number of accommodation days, meals, etc.), contemplating two scenarios:

    • Scenario 1: evaluation online

    • Scenario 2: evaluation online and visits to at least five target countries located in at least three different regions.

The budget should not exceed 40,000 EURO and the final fee should substantially differ depending on the scenario (1-evaluation online, 2- evaluation online with visits to countries).
