PROJECT HISTORY

Handicap International, now operating under the name Humanity & Inclusion (HI), is a non-profit independent and impartial aid organization working in situations of poverty, exclusion, conflict and disaster. HI works in emergency, post-emergency reconstruction or rehabilitation, chronic crises and development settings.

HI works alongside persons with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI works to meet the needs and defend the rights of children, women and men with disabilities.

Since its creation in 1982, HI has gone on to work in around 60 countries worldwide, for the benefit of several million people.

In Thailand, HI started working in 1984 and currently implements activities for Burmese refugees along the Thailand-Myanmar border under three thematic areas: Rehabilitation, Disability Social Inclusion (DSI) and Explosive Ordnance Risk Education (EORE).

WORKING ENVIRONMENT

HI Thailand has three main pillars of intervention within the Myanmar/Thailand Program:

  • Armed Violence Reduction (AVR) including Explosive Ordnance/Mine Risk Education,

  • Inclusion of persons with disabilities with Disability Social Inclusion (DSI), with a MHPSS component,

  • Health with project covering physical and functional rehabilitation.

The projects are support by the European Union, UNHCR, Fondation de France and the US Government (BPRM).

GENERAL MISSION

Under the responsibility of the Technical Unit Manager (TUM) of the Myanmar-Thailand (MyTh) program, the Field Technical Specialist for Mental Health and Psychosocial Support (MHPSS) contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion (HI) in Thailand. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

The MHPSS specialist will be responsible of implementing psycho-social component of the HI intervention. He/she will ensure that all relevant PSS activities to refugee communities and people with disabilities are in place (support groups, psycho-education, psychological first aid, basic counselling, referrals…). He/she will correctly follow up the activities while ensuring transversal MHPSS support to other pillars of the project. He/she will be responsible of technical supervision and continual training of the MHPSS team. He/she will provide MHPSS expertise in every step of the intervention. He/she supports the mission to develop its emergency strategy regarding the MHPSS intervention along the Thai-Myanmar border.

MISSIONS / RESPONSIBILITIES

1. Expertise

1.1 Contributes to the regional strategies in line with HI global strategies.

b. Provides MHPSS sectorial technical inputs to the STRATOPs of the MyTh programme, in line with the global STRATECH and ensure relevant follow up.

Contributes to the development of synergies and functional links between the various technical fields in the programme.

1.2 Ensure technical support and quality monitoring of MHPSS activities in line with the global technical frameworks and standards.

a. Support the implementation of targeting, awareness raising, care and training activities in accordance with HI in line with strategies, standards and mandatory transversal approaches.

  • Contribute to the technical relevance and quality assessment of HI’s interventions in the field of psychosocial support;

  • Ensure the development and adaptation of HI’s psychosocial intervention tools and methodology, in particular on targeting (identification of target groups to be sensitised/cared for)

  • Provide technical support to the stakeholders (Project Officers, camp-based staff, trained local actors) for a good appropriation of the tools and technical supports and in the implementation of the intervention mechanisms.

  • Ensure the development of training guides and materials related to integration of MHPSS in across the sectors, for HI and partner staff, camp-based staff and community stakeholders where relevant.

  • Plan, develop and participate in the facilitation of training and post-training follow-up of the actors.

c. Ensure the capacity building of MHPSS technical and field staff and volunteers, and the technical supervision of activities.

  • Identify the needs and participate in the capacity building of the MHPSS teams.

  • Provide technical supervision to MHPSS Officers and give recommendations.

  • Participate in the technical evaluation of activities and propose reorientations or avenues for improvement.

d. Contribute to the planning and reporting of the activities carried out.

  • Prepare and transmit monthly activity and movement plans.

  • Participate in MHPSS planning on the activities and interventions.

  • Write reports on the various activities carried out and follow up on action plans, including donors’ reports.

e. Contribute to recruitment and briefing when relevant.

f. Ensure and participate in continuous professional development (CPD) forum or activities.

1.3 Ensure technical learning from projects.

a. Contribute to projects’ capitalization and ensure technical learning from projects in MHPSS.

1.4 Ensure the control & monitoring of the technical quality and the relevance of HI’s activities in terms of MHPSS.

a. Ensure regular technical quality control of projects and programmes and issue warnings and recommendations.

b. Monitor the implementation of audit and evaluation recommendations, if applicable.

1.5 Ensure compliance of the technical proposition with nexus stakes.

1.6 Contributes to the development of MHPSS research and innovation projects in Thailand when relevant,

a. Suggest and steer technical innovation projects.

b. Identify the priorities of Research and Studies and steer R&S.

2. Influence

Contribute to the local external prestige and influence of HI’s expertise in MHPSS.

a. Represent the technical expertise of HI throughout the local relevant networks (MHPSS working group, protection working group notably)

b. Contribute to advocacy on specific themes in line with the global advocacy priorities, for example: World Mental Health Day, Suicide Prevention Day, Women’s Day etc.

c. Contribute to communication messages locally in line with the global communication priorities.

3. Business development

Ensure the development of major opportunities or new projects on MHPSS in Thailand.

a. Contributes to the context analysis on MHPSS.

b. Contributes to the design and writing of new projects in Thailand.

c. Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the region under his sectorial scope.

Qualification Required:

Education:

  • Graduate in psychology. Experience in clinical psychology is an asset.

Experience:

  • At least 5 years of experience in MHPSS at field level.

Technical Skills & Cross Cutting Skills:

  • Experience in participatory approach to work with community-based organizations.

  • Networking capacities for building constructive relationships with different actors.

  • Strong team management & collaboration& capacity building skills.

Other skills:

  • Ability to give and receive constructive feedback; discussing with multi-disciplinary teams, working as part of a team and collaborating

  • Resilience to stress and uncertainty.

  • Strong interpersonal and multicultural skills

Language skills: English (local languages such as Thai, Karen and Burmese are assets)

JOB CONDITIONS:

Local work contract, 3 months (with potential extension, contract extension is possible)

Remuneration: Starting from 50,342 Baht depending on the experience of the candidate.
