1. Background

The African Women’s Development and Communication Network (FEMNET) in partnership with Equal measures 2030 work together to connect data and evidence with advocacy and action on gender equality, in line with the Sustainable Development Goals (SDGs). We believe that data can expose inequality and injustice, motivate change, and drive accountability.

We achieve our mission through:

Data, Analysis & Tools: developing and disseminating data, visualizations, analysis and tools (including the SDG Gender Index) that help track progress on gender equality from local to global levels.

Capacity Development: promoting learning and capacity development for advocates to better understand, analyse, and communicate data.

Advocacy in Partnership: supporting and funding feminist organizations and using the collective voice of our local to global partnership to raise gender equality up the political and policymaking agenda at all levels.

The Gender data needs are within the following thematic areas:

Gender based violence, Sexual reproductive health and rights, Women transformational leadership, political representation and decision making, Economic justice and rights, Climate justice among other areas of interest to FEMNET

2. Purpose of Assignment

FEMNET is looking to engage the services of an experienced Data Mining and visualization expert to support technical program teams

  • To identify the most appropriate gender data and sources, across 5 programme themes including: Violence Against Women and Girls (VAWG), Sexual and Reproductive Health and Rights (SRHR), Women’s economic justice and rights (EJR), Women’s Transformational Leadership (WTL), Climate Justice (ACCJ) for data driven advocacy.

– To collate, organize, and analyse raw data, and to develop data visualizations in simplified formats as requested by the advocates. This may include providing explanatory notes on the sources, biases, and relevance of particular data and how to take these into account when using the data.

This will contribute to ensuring that:

· Advocates have increased access to data, analysis, and tools to track progress on gender equality**

· Advocates have increased capacity to use data in their advocacy

· Advocates effectively use data to influence and hold decision-makers accountable for achieving gender equality

Specifically, the Data expert will:

· Conduct surveys assessing the Gender data needs of FEMNET staff, members, and partners across the 5 programme themes including: Violence Against Women and Girls (VAWG), Sexual and Reproductive Health and Rights (SRHR), Women’s economic justice and rights (EJR), Women’s Transformational Leadership (WTL), Climate Justice (ACCJ) for data driven advocacy.

· Identify the most appropriate gender data and sources across the 5 programme themes including: Violence Against Women and Girls (VAWG), Sexual and Reproductive Health and Rights (SRHR), Women’s economic justice and rights (EJR), Women’s Transformational Leadership (WTL), Climate Justice (ACCJ) for data driven advocacy.

· Extract gender data from multiple sources, collate it and analyse the raw data across the 5 programme themes including: Violence Against Women and Girls (VAWG), Sexual and Reproductive Health and Rights (SRHR), Women’s economic justice and rights (EJR), Women’s Transformational Leadership (WTL), Climate Justice (ACCJ) for data driven advocacy.

to provide simplified visualizations of verified information in user friendly formats for advocates

· Provide explanatory notes and briefings to advocates to enable their effective, informed use of the data and visualisations across the 5 programme themes including: Violence Against Women and Girls (VAWG), Sexual and Reproductive Health and Rights (SRHR), Women’s economic justice and rights (EJR), Women’s Transformational Leadership (WTL), Climate Justice (ACCJ) for data driven advocacy.

· Ensure Gender data visualizations, and data quality assurance to provide for more effective advocacy across the 5 programme themes including: Violence Against Women and Girls (VAWG), Sexual and Reproductive Health and Rights (SRHR), Women’s economic justice and rights (EJR), Women’s Transformational Leadership (WTL), Climate Justice (ACCJ) for data driven advocacy.

3. Key Deliverables

· Creating Monthly data visualisations (charts) on need basis, under any of the 5 programme themes including: Violence Against Women and Girls (VAWG), Sexual and Reproductive Health and Rights (SRHR), Women’s economic justice and rights (EJR), Women’s Transformational Leadership (WTL), Climate Justice (ACCJ)

· Make monthly virtual presentations, helping the secretariate, Partners and gender advocates understand how and why those charts were made, any biases in the underlying data, gender data gaps, etc. across the 5 programme themes including: Violence Against Women and Girls (VAWG), Sexual and Reproductive Health and Rights (SRHR), Women’s economic justice and rights (EJR), Women’s Transformational Leadership (WTL), Climate Justice (ACCJ) for data driven advocacy.

· Undertake other gender data relevant special tasks assigned by the Executive Director /Regional coordinator, related to the data harvesting and analysis.

· Compile and submit monthly activity reports to Regional EM2030 Coordinator, Africa at FEMNET.

4. Liaison, Coordination and Reporting **

The data expert will work closely with the Regional EM2030 Coordinator, Africa, and other thematic/project leads. A key FEMNETs responsibility will be mobilizing members, partners, advocates to provide information on gender data needs for projects, programmes, to participate in the tasks under this ToR.

5. Required Qualification, Skills and Competencies

Academic Qualification

· A master’s degree in Statistics, Mathematics, Economics, Computer Science, Econometrics or equivalent qualifications from a recognized institution.

· At least five (5) years’ experiences in the management, analysis and reporting of gender statistics;

· Experience in managing, organizing, creating, analysing and archiving data sets;

· Good knowledge of design and manipulation of databases. Proficiency in SQL is a must.

· Experience of analysing panel data from surveillance systems or multiple data sets of cross-sectional surveys.

· Practical experience in the usage and implementation of at least one reporting and visualization or BI tool

· Proven experience in using SPSS and STRATA statistical software.

· Proven ability to write technical data reports and documents or papers

· Experience working with non-technical experts in civil society, especially with women’s rights organisations, a strong asset

· Ability to work remotely-(virtually) from any location in one of the African countries

· Communication skills, both written and oral

· Ability to communicate with non-technical audiences to understand the data sets and sources

· Critical thinking: able to look at numbers, trends, and data and come to new conclusions based on the findings

· Attention to detail and accuracy of numbers

6. Duration of Assignment

The assignment will take place virtually, the consultant may be based in any of the African countries for a period of (4) months (Oct 2021 to January 2022).

7. Selection of Consultant

The consultant shall be contracted by FEMNET. The contract will include Withholding Tax (WHT) deduction in line with laws of contracting where FEMNET is headquartered. A WHT certificate will be issued to the consultant. Payment will be done through bank transfer to the consultant bank account. FEMNET will not meet the costs of bank charges. Payment schedule will be agreed upon with the consultant upon successful selection. In case of team/firm applicants, a designated assignment contract manager (lead consultant) will be the contact between FEMNET and the team and responsible for all deliverables.

8. Intellectual Property Rights

The consultant expressly assigns to FEMNET any copyright arising from the outputs produced while executing the service contract. The consultant may not use, reproduce, disseminate, or authorize others to use, reproduce or disseminate any output produced under the service contract without prior consent from FEMNET.

9. Terms of Service

This is a non-staff contract and therefore the consultant is not entitled to insurance, medical cover or any other status or conditions as FEMNET staff.
