Context:

The International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration. IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. In 2015, IOM developed the Migration Governance Framework (MiGOF), the only internationally agreed definition of well-managed migration[1]. The Migration Governance Indicators (MGI) were subsequently developed in order to operationalize the MiGOF.

The MGI is a baseline assessment tool on national migration governance structures, consisting of a set of 90 indicators that help identify policy levers that can be used to strengthen migration governance. The overall objective of the MGI is to help countries strengthen their migration governance in their respective contexts based on their priorities. Since 2015, 68 countries have embarked on the MGI process at country level, and 10 countries at local level for a total of 16 assessments.

In 2020 – 2021, IOM will pilot the first “MGI country level follow-up assessments” in 10 countries. The MGI follow-up assessments aim to show the progress that each country has made on the policy domains covered by the MGI since the first assessment as well as to help ensure that the information collected through the MGI is up to date. The main results of this exercise are summarized in an updated report highlighting the changes that have taken place since its first iteration. The updated report will also include a section assessing COVID-19 policies from a migration governance perspective and a section on final recommendations based on a set of selected MGI elements.

Core Functions / Responsibilities:

Purpose and scope of the Assignment

In 2017, the Republic of Mauritius undertook a comprehensive national review that resulted in the MGI profile[2]. The MGI follow-up assessment will evaluate progress since the MGI profile was published. For this process, IOM will hire a consultant to support the data collection in Republic of Mauritius, including both a review of available secondary information and liaising with national institutions and counterparts, in the modalities defined by the IOM country office, to update the information related to an established set of indicators. The consultant will also draft and review the MGI report, integrating comments received from IOM and government counterparts.

Responsibilities

The overall objective of this consultancy is to support the MGI follow-up assessment of in Republic of Mauritius in coordination with the IOM country office and following the process and methodology defined by IOM’s MGI team.

The consultant will conduct the following tasks:

  1. Participate to an induction meeting with the government to present what MGI follow-up assessments are and agree with the government on how to implement the initiative.

  2. Conduct a review of secondary literature and publicly available documents on the relevant regulatory and legal framework for migration governance, as well as existing public policies and strategies relevant to migration with a specific focus on progress since MGI assessment in 2017;

  3. Conduct interviews with key actors on public policy and migration governance to identify progress and developments since the MGI assessment in 2017 as well as other relevant information;

  4. Update the national MGI matrix from 2017 with the required relevant information for all 90+ indicators collected through tasks 1 and 2;

  5. Complete the COVID-19 module within the matrix based on existing literature and publicly available documentation;

  6. Support the mission in presenting the results of the research to the Government and identifying 3-5 sets of elements relevant to the priorities of the government.

  7. Update the matrix to integrate feedback received from IOM (both from the Country Mission and the MGI team);

  8. Conduct semi-structured interviews with key government counterparts on areas identified as priorities using the selected set of MGI elements.

  9. Prepare the MGI updated report highlighting key progress and development since 2017 as well as information based on the COVID-19 module and recommendations based on the MGI elements interviews;

  10. Conduct an inter-ministerial/multi-stakeholder consultation to present the draft MGI follow-up assessment, liaising with the MGI team as needed;

  11. Compile possible inputs from the Government to present in the MGI updated report;

  12. Integrate comments from the consultation into the MGI updated report and matrix as applicable;

The proposed consultancy should also include the following:

· Regular follow-up meetings with IOM will be held during the implementation of the project. The consultant shall integrate the recommendations, suggestions and changes proposed or requested by IOM into the products presented.

· IOM will collaborate by providing all relevant information they have in their files and database.

IOM will provide the selected person with the country matrix from 2017 as well as the template for the updated MGI report.

Tangible and measurable outputs of the work assignment:

  1. Drafting the document (matrix) containing the responses for the MGI follow up assessment with due justifications and references, as well as the COVID module;

  2. Sharing a document containing the summary of interviews with government institutions;

  3. Updating the responses for the MGI follow up assessment and the COVID module with due justifications and references, integrating the comments received by IOM;

  4. Draft the MGI updated report, including the COVID module and recommendations based on the selected sets of elements;

  5. Revising MGI updated report by integrating the comments received by IOM

Timeline

This assignment is expected to start tentatively in March 2021, but the actual timeline is subject to change based on the date the agreement is signed between IOM and the Consultant. The assignment shall be completed no later than end of May 2021.

Deliverables

  1. Submit Matrix with updated responses

  2. Draft the MGI report

  3. Finalised MGI Report, with areas identified as priorities

All documents are to be produced and delivered in English language.

Required Qualifications and Experience

IOM is seeking applications from individual consultants and/or consortiums of individual consultants. The successful (lead) consultant should have a minimum of the following qualifications and experience:

Education

· Master’s degree in migration studies, social sciences, law or a related field from an accredited academic institution with two (2) years of relevant professional experience; or

· University degree in the above fields with four (4) years of relevant professional experience.

Experience

· At least two (2) years of experience on public policy issues related to migration, human rights, local governance.

· Strong background in migration policy in the Republic of Mauritius, experience/knowledge in government structures in Republic of Mauritius is an advantage.

· Strong analytical and writing skills; experience with policy-oriented documents and publications (ideally for international/regional organizations) is an advantage.

· Computer literacy, especially Microsoft Word, Powerpoint and Excel;

· Strong organizational skills;

· Ability to timely understand the Organization’s structure and portfolios;

· Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;

· Proven ability to produce quality work accurately and concisely according to set deadlines;

Practical experience of how to multi-task, prioritize and work independently.**

Languages

Fluency in English is required. Good working knowledge of French is an advantage.
