Background – Scope of the Consultancy
The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization working in Myanmar since 2009 in response to cyclone Giri and currently supporting operations in three different States (Kachin, Northern Shan, and Rakhine). DRC aims to make available immediate relief and protection to displaced people and vulnerable host communities in an impartial, inclusive and neutral manner, adhering to DRC’s Code of Conduct and core Humanitarian Principles.
As part of the DRC MM Change Management process several key priorities have been identified such as Country Strategy 2022, Partnerships, Remote management, Staff Nationalization, Programme quality, Governance.
There has been a substantial change in the operating environment over the last 18 months due to covid-19 as well as the military takeover in February 2021. DRC has faced substantial challenges in having expats reach Myanmar – with visas often taking months and limited options for flights into the country. Access restrictions remain in place throughout the country. It is clear that it is not sustainable – and not able to meet our operational and programmatic needs – to maintain a reliance on a large number of expatriates.
Objective of the consultancy:
The aim of this consultancy is to support the Extended Senior Management Team to be better prepared and manage a successful transition to from a predominantly international staff management structure to a predominantly national management structure and to ensure local staff have the technical and management capacity, skills, experience and confidence and support to deliver DRC Programme and Support functions effectively.
The consultant will work closely with DRC ESMT and other assigned staff in order to review overall feasibility and identify key gaps in existing planning. They will be the overall holder of the road map, ensuring that the progress remains on track and adaptable:
Developing and rolling out tools to enable succession planning and talent management,
Detailed capacity building planning for specific staff/functions affected with short/medium term actions, quantifying investment and resources required to implement successfully
Assist in defining future structure of the organisation so it is fit for purpose with workflows between programme/support functions at CO and AO clearly defined.
Support the development of messaging and communications on the nationalization changes
Existing road map shall be translated into realistic and detailed implementation plan for the period of 2022.
Secondly consultant shall further play technical and facilitation role as part of the change management governance structure, specifically focusing on nationalization priority and play a key technical and facilitation role around individual working groups set up under specific workstreams.
The consultant will report to the DRC Country Director, in close coordination with the Extended Senior Management Team. They will conduct the following activities:
Provide CD with oversight of the nationalization workstream
Desk review of key DRC Myanmar documents related to nationalization planning, relevant workstream strands and existing tools. Key Informant Interviews with relevant staff.
Utilizing existing road map and key identified workstreams, flag potential gaps and lead development of the detailed nationalization implementation plan for 2022
Continuous technical advice and facilitation towards individual working groups set up under specific workstreams, support teams with necessary tools
Assist in development of regular progress reports from workstream working groups focusing on progress, challenges and suggested ways forward/ adjustments in the workstream implementation plans and presentation of the progress reports towards the DRC Myanmar change management governance body. Flag any issues to the CD and SMT in a timely manner.
Facilitate a workshop on program/support staff structure and development of a Country Office Operating Model across CO and area offices.
Ensure regular communication with staff on progress – and ensure regular opportunities for staff to feed into the progress
Detailed Implementation Plan for 2021
Country Office Operating Model for key workstreams for program and support
Communications Plan – and bi-weekly updates to senior staff; monthly updates to all staff
Monthly progress reports – including reflections on adaptation needed
Final report towards end of consultancy with evaluation of progress and suggested governance oversight of nationalization priority for the second part of 2022
Profile of the Candidate. Your Experience must include:
· Demonstrated experience in leading change management processes with special focus on nationalization in medium sized organisations (300 staff)
· Specific Experience supporting national staff from both program and operations to move into senior management roles
· Experience working with humanitarian/development INGOs/NGOs
· The successful applicant will have a strong record of accomplishment in effective facilitation and development of relevant tools around nationalization, succession planning and capacity building.
· Ability to work remotely /in country.
