CONTEXT – RESPONSIBILITIES:

Under the responsibility of the Social & Inclusion (S&I) Technical Director, the BANEREI Manager is an expert who leads the team of Global Specialists & Policy Development Officers and ensures strategic technical guidance, support and control in his/her scope of expertise.

The Manager of BANEREI Unit is primarily an expert in one of the field of BANEREI , s/he can play a role of Global specialist when necessary on top of the management of the UNIT and teams.

This new function is twofold as it combines management and technical expertise functions. The manager role is initially estimated to 50% while 50% is dedicated to technical support within his/her scope of activities. This time share is subject to evolution and the time allocation will be reviewed in a yearly basis or when needed.

As per March 2021, the team is composed of 5 people:

• 1 Economic inclusion Global Specialist

• 1 Inclusive Livelihood Policy Lead

• 1 Emergency Cash & Market recovery Global Specialist

• 1 Emergency Livelihood Global Specialist (covering WASH, Shelter&NFI and Food)

• 1 WASH Global Specialist

One new position is planned to answer the Covid-19 crisis: 1 Food Security Global Specialist for an initial period of 10 months. Additionally, one or two interns per year can join the team.

The BANEREI Manager leads the team of the Unit, one of the two main strategic pillars of the Social & Inclusion Division STRATECH. In this role, the Manager sets the Unit strategy, goals and frameworks for successful project implementation and increasing internal and external positioning of HI within its scope.

The Unit scope is wider, ranging from basic needs (WASH, Shelter & NFI, and Food Security) to market recovery, Inclusive graduation programming, self-employment promotion, vocational training and wage employment. Thus, the Manager ensures consistency and continuum among the subsectors as well as between emergency and development contexts, with a strong focus on promoting Nexus approaches. Moreover, as the incorporation of the Emergency focus Specialists is quite recent, the Manager has to focus on a smooth integration of the WASH, Shelter & NFI, and Food Security sectors. In the context of HI reorganization, the Manager is in charge of accompanying the team in the new HR setting and roles in line with both the global guidelines and the S&I STRATECH. Consequently, a special attention has to be given both to overall team reconfiguration and individual career path and job descriptions.

As Expert, the Manager leads all the processes in order to set strategy, frameworks and norms as well as influence and business development for the Unit. In addition, S/he supervises a portfolio of programs and projects, according to needs but also to overall Unit HR setup.

In this framework, your main duties are:

1- Management 30 %

  • Steering

    Lead the elaboration and/or review of the technical strategy as well as its implementation…

  • HR Management

    Be the Manager of the team composed (to this date) of 5 people, each carrying the global framework but specialist of one or more subsectors ….

  • S&I COMEX and strategic opportunities

    Actively participate to the Executive Committee (COMEX) of the S&I Division composed by the Managers and the Director of the Division …

    2- Expert 30%

    In close collaboration with the Global Specialists, the Manager is in charge to lead, assess and monitor the correct implementation of the following technical missions:

  • Set of framework and standards on the technical know-how under Unit scope (NORMS)

  • Provide strategic technical guidance (OPE SUPPORT)

  • Ensure technical quality and the relevance of HI’s activities under the Unit scope (OPE SUPPORT)

  • Contribute to the improvement of technical know-how through the development of lessons learnt, research and innovation projects under the Unit scope when relevant

  • Facilitate the Technical Division PROFESSIONAL DEVELOPMENT

    3 – Business development 30 %

    Develop the go to market approach for the Value Propositions of the Unit

In line with the STRATECH value propositions, and in close collaboration with the S&I Director, the team (especially the Policy and Development Lead) and the Institutional Funding team, set a growth strategy in order to identify major opportunities and/or new projects to be developed Coordination with other sectors and Divisions (Coordinate the relationship with the Emergency Division, the REHAB and Protection Divisions, the 3I and Geographic Divisions

4- Influence 10%

In close collaboration with the Inclusive BANEREI Policy and Development Lead, set the framework, strategy and annual work plan of policy work for the Unit in order to contribute to the international prestige and positioning of HI’s expertise in the sector

DESIRED PROFILE:

  • You have Economic background, master level with minimum 10 years experiences in the implementation of projects – Studies and experiences in the Inclusion of marginalized population

  • You have experience of team management and piloting a sector of technical expertise (strategic design, monitoring with KPI, budget follow up …)

  • Experience with persons with disabilities and inclusion is highly recommended

  • You know how to communicate in a clear, concise and responsible way respecting the interlocutor; adapt your communication method and your message, especially in the context of intercultural communication, and remotely

  • You know how to negotiate, manage problems and conflicts. Set a frame, rules and clear boundaries.

  • You master skills building for adults (adult training) & project management

  • You are bold, responsiveness

  • You have a collaborative teamwork spirit on national and federal levels

  • You show resilience to stress and uncertainty

  • You embody HI values in everyday work (humanity, inclusion, commitment, integrity, respect, empathy and solidarity)

  • You are proficiency in written and oral institutional communication, in French & in English
