Diakonie Katastrophenhilfe is the humanitarian assistance agency of the Protestant Churches in Germany with headquarters in Berlin. It has regional offices in Asia, Africa and Latin America, as well as country offices in our priority countries, which are responsible for the coordination of aid programmes. Diakonie Katastrophenhilfe’s operating model is structured around implementing projects exclusively through a network of local partner organisations.

Introduction of this vacancy

Disaster Risk Reduction (DRR) & Climate Change Impact Mitigation (CCIM) is one of Diakonie Katastrophenhilfe’s strategic focus operational fields. The DRR Advisor contributes towards achievement of the strategic objective for this sub-goal:

Diakonie Katastrophenhilfe and its partners have access to DRR and resilience funding. Technical capacities are available and Diakonie Katastrophenhilfe programs are coherent with climate change adaptation (CCA) and resilience strengthening efforts of development actors including the climate goal of Brot für die Welt. Communities and partners are enabled to react to prevent hazards becoming disasters and are promoting practices for reducing existing and emergent (including climate change induced) risks with communities in areas with high levels of risk and vulnerability. The involvement of women within these practices is strongly encouraged.

To this aim, the DKH DRR Advisor will provide technical, facilitation support and engagement in advocacy for the BMZ Local Leadership for Global Impact (LLGI) Project with GNDR


· Technical backstopping and ensuring technical monitoring and implementation of workstream 3 (Approaches contributing to community resilience are applied in local government contingency planning).

· Technical review and monitoring of the capacity development activities of workstream 2 (Climate projections are used by local actors to plan for future disasters)

· Participation in the implementation of Outcome 3 (Approaches contributing to community resilience are applied in local government contingency planning) for the 3 project-workstreams.

· Technical support to DKH Office Mozambique and HQ for elaboration of reports for BMZ.

· DRR technical focal point for DKH project partners and DKH Office.

· Participation in annual review sessions and partnership brokering sessions

· Other tasks

Project outputs:

· Tools for contingency planning are developed and CSOs trained (1.3)

· Local contingency planning developed and implemented (2.3)

· Lessons learnt on locally-led contingency planning documented, and campaigns conducted with national and international stakeholders (3.3)

The DRR Advisor’s tasks are carried out in consultation with staff at DKH HQ and in the field:

· Management team at HQ: Head of Program Unit for standards, procedures and tools

· Program and Project Officers at HQ, and Heads of Office or assigned DRR Focal Points responsible for contacts and monitoring of respective partners / projects

· Advisors / consultants of DKH and BfdW for coordination of activities related to DRR & CCIM

· Communications and advocacy and lobbying representatives

Minimal Requirements

In order to ensure the success of the project activities, the consultant shall fulfil the following requisites:

· At least 10 years of experience in the application of disaster risk reduction and resilience approaches across different continents, including Africa

· Fieldwork experience in the humanitarian aid sector of at least 5 years, including experience in project planning, monitoring and reporting.

· Demonstrated expertise in: community-based disaster risk management; community-based adaptation; supporting community-led response; emergency preparedness planning including contingency planning; and early warning – early action.

· Demonstrated skills and experience in the design of capacity-building for NGOs including the delivery of workshops, training and coaching.

· Demonstrated experience in the documentation of lessons learnt and best practices, including the development of publications.

· Demonstrated skills and experience in lobby and advocacy.

· Fluency in written and spoken English. Communication skills in German, French and Portuguese are desirable.

· Prior working experience of Diakonie Katastrophenhilfe, ACT Alliance and Global Network for Disaster Reduction (GNDR) are an advantage.

· Knowledge of disaster risk management structures and actors in Madagascar, Mozambique and Malawi is an advantage.
